The Main Directorate of the Hydrometeorological Service (HMS) of the USSR is a state organization whose main task is to provide the national economy with all types of meteorological, hydrological and agrometeorological information (the state of the weather, seas, rivers, lakes, short-term and long-term forecasts). To this end, the HMS has a network of hydrometeorological stations and posts that regularly monitor the state of the atmosphere, land and sea waters, aerological stations that measure temperature, air humidity and wind up to heights of 30-40 km, rocket sounding stations for measuring the upper atmosphere.
Observation data of stations and posts are communicated by telegraph and radio up to eight times a day to the republican and territorial departments of the HMS and are used for current information on hydrometeorological conditions and the state of crops, as well as for compiling all types of hydrometeorological forecasts. The Main Directorate of the USSR Hydrometeorological Service was established by a decree of the Council of People's Commissars of the USSR on April 14, 1936. From July 15, 1941 to 1945, the Main Directorate was part of the Red Army. In 1946 it was transformed into the Main Directorate of the Hydrometeorological Service under the Council of Ministers of the USSR. It was transformed on March 30, 1978 into the State Committee for Hydrometeorology and Environmental Control of the USSR.
